ASUS M5A97 Evo 2.0 no POST on Bench Weird Beep Code because of Non-VQL RAM?

Hey all, this is my first time posting here. I'm trying to build a PC for my brother's birthday... I started out by putting it together on a bench with the following parts:

ASUS m5a97 EVO 2.0 Mobo (new)
AMDFX 6300 cpu (new)
MSI 7730 gpu
Viper Xtreme 8 gigs (2x4) 1600mhz ram
and a random 600 w Corsair/Cooler Master (tried two) I had sitting around

I installed everything on the bench before building like I normally would, the mobo and cpu are brand new and the rest is from a different ASUS/AMD build I had for myself (currently in the shop for unrelated reasons). All parts worked as of last weekend in the different build but this pc just won't post or display any video. Considering how barebones this all is, I'm very surprised this pc isn't running. Confounding that is the fact that it's given me a really weird beep code... it sounds like the okay POST successful beep, and then one long beep and then four short beeps. If I do things like remove the RAM or plug the CPUFAN into a CHAFAN it will give me different beep codes as expected, but with everything in its home it's giving me this weird one. There is no display or ASUS splash screen on the monitor, just 'no input' via hdmi.

I contacted ASUS support and they said that because my RAM is not in the qualified vendor's list (VQL) that that is the problem. I already spent more on this build then I'd had liked to, and I figured that this RAM (coming from a build with a similar ASUS board) would work fine. Would non vendor qualified RAM give this beepcode or is ASUS just trying to find something else to blame it on? I need a third party opinion. I don't want to go even MORE over budget and find that I still have the same problem and now have two sets of RAM...

When I start with only the cpu and cpu fan, it gives me the beep that corresponds to the manual for no RAM. It also doesn't give the first beep that sounds like the 'all good' POST beep that the weird beep code starts with.

I can test a different graphics card in a few days. My current pc is in the shop right now (it gives one beep after the usual post beep and has a 'boot-device-led' lit red, can't figure it out either), but I'll try to get a known working card from a friend in the meantime.

Thanks so much though, I relaly appreciate it. I'd thought the gpu has been fine this whole time (it was working last week) and the ASUS support technician was positive that non-VQL RAM was the issue. I'll try out a different card as soon as I can and report back.
