Asus z97-a and Thermaltake Toughpower Grand 1200w issue

I'm building a new pc for my girl and have a weird issue.

Current Setup Is as Follows:
Motherboard: Asus z97-a
PSU: Thermaltake Toughpower Grand 1200w
Video: AMD 7950
CPU: i5 4690k

This computer will boot and I can access and run it fine with only the video card and motherboard plugged in. But once I try to plug in the peripherals (Sata and Fans) it clicks once then doesn't post. I have tried this with just the fans and does the same thing. I am at a loss, possibly bad PSU or is the motherboard configuration needing fixed in the bios?

So Far I still cannot get the SATA to be recognized in the bios, below is info

SSD: Samsung SST 850 Evo
DVD Drive: Lite-On 24X SATA Internal DVD+/-RW Drive Optical Drive IHAS124-14

Basic products so I'm not sure what is going on. I have plugged in numerous different sata power cords to the PSU and different sata cables to the drives also. Any Ideas?
