low game performance, possible bottleneck?

I need help finding and fixing a bottleneck in performance. I have an i7 2600, asrock z87 pro 3, 16gb g.skill 1866mhz RAM in dual channel, 750w evga b2 bronze psu, zotac amp! omega gtx 980, and 3.5tb hdd space of various manufacturers. I get 40-50fps in Borderlands The Pre-Sequel, 60 in city but 20-30 up north in gta v, 40-60 fps in civ 5, 20-35 in AC:Unity. Note that it's at 1080p, all are maxed except advanced options in gta, and 2x AA in all. These numbers are much lower than what the 980 is capable of, so can someone help me? Anything is appreciated.

can you explain this???

anyway after checking everything ...your build should not have a botlleneck issue
so i do not understand whats happen , check for cpu overheat in the bios if all voltages and temp look normal

check if it can be a ram issue...try with only one stick at the time

3.5tb of various manufacturers: i have 2x 250gb WD drive (not sure about rpm; I don't use these anyways) , 1 1tb 5400 rpm drive (idk manufacutrer), and a 2tb seagate 7200rpm drive. My cpu temps are about 80 max under load, 65-75 average under load. GPU rarely goes above 70 celsius.

It has preapplied thermal paste, but it's a cheap all-plastic-but-the-heatsink $15 cpu cooler from arctic. I have a hyper 212 evo waiting in a box since I'm upgrading my cpu and motherboard in a week or two if all goes well. Should I try installing that, and seeing if it helps?

and think about this
its really necesary to have so many HHDsk and dont have any SSDs
you can do this use a SSD only to manage your windows or use one of your less space HDDs then use one of the most big of them to downloads and other for game instalations in that order you can gain a few FPS (i think its only an opinion)

I have 4.1 TB :p Just because I didn't want to return one :/
I use 2TB for media (which is good since I need somewhere to keep the videos I produce/plan to make) and the other 2TB for games, programs and documents

I do this, and my computer is fine. The faster one does all the work, with the slower one only being used for storage or media access. The SSD has the OS though
