System Build not Booting Correctly

So I have purchased some parts for a new computer, and after I put the parts together, the system turned on, made a quick short beep after 3 seconds, then the fans turned on at a faster speed, then it made a louder beep after 8 seconds, then it shut down after 22 seconds. The system never outputted anything onto the monitor.

So I then took everything out of the case, and connected up only 1 card of RAM, the cpu, cpu fan, mobo, PSU, and mobo speaker. It still does the same things and then shuts down.

Here are the specs:
CPU: Intel i5 4690k
RAM: G.SKILL RipjawsX 4 gb x 2 @ 1600 Mhz (only 1 was used in the last test though)
MOBO: Asus Micro H87M-E
PSU: RAIDMAX RX-835AP 835W

I tested both the RAM and the CPU in another system, and they worked fine (also tested a different cpu and RAM in this system, and it still didn't work). I haven't tested the PSU in another system, or tested a different PSU in this system yet, but I suspect that the problem is the motherboard. Are there any suggestions on what the problem might be and how to fix it?

*Update: I tested the system with a different PSU, and it still didn't work. Now I'm almost positive that this is a motherboard issue. Does anyone know what might be wrong, and if its possible to fix? Or is the only solution to send it back and get a new board?

*Update: There seems that there might be a need to update the BIOS, not sure if this could be causing a problem, I would assume that the original BIOS would at least turn on first.

Go into your motherboards manual that came with it. The beeps are listed in there. That should make it so much easier.
 
per asus web page bios rev 2001 is needed. look at the mb serial number the last 4 numbers are the bios rev of the mb. if you got the mb from micro center or local computer store see if they have a older cpu that you can post and update the mb. if not you have two choises...send the mb to asus for them to update the mb for you or exchange it for a mb with the right bios file. or a newer mb that will post without needing a bios update.
