Well, if you accidentally deleted the OS files your computer is indeed broken. Fortunately it's broken at the software level, so it can be fixed.

The key question is if there is any data on the disk that you need. If all of your photos and email and music are there, then the first step is to do a backup of the disk to an external drive so that no matter what happens you still have your data. You will need an external drive and a bootable backup utility like Easeus ToDo Backup (free). Attach the external drive, boot the backup, copy to the external drive. Then you've got all your data safe.

Second thing to try is to take a Windows installation disk and see if it will "repair" the existing installation. If this works and it fills...

If that doesn't fix it, you will probably have to do a factory reset; how this is done depends on the model. Some can be booted into it. Some require a disk that came with the machine. Some require that you get the disk from the manufacturer. After doing this, all your files and the programs and games you installed will be gone because, well, it's reset to the factory state. You will have to re-install all the games and software that you installed, and copy your files back from the external drive.

Good luck.
