Hi i just got an upgrade for my gpu from 9600gt to gtx660. i'm experiencing some stuttering issues on csgo lately and i've been wondering if i should add in more RAM or change the cpu. my current cpu is AMD Phenom II X4 B50 3.10Ghz. also my motherboard is BIOSTAR TA790GX 128M. should i change both of these? if yes what is it? pls i'm no techie :( my budget is probably in the mid range around $150

If you already have the GTX 660 that's more than CS:GO needs and if you want to buy a new GPU the PSU is still a bit short on power needs for a mid to high end gaming GPU, so in short you should buy a new PSU before anything else. The stuttering problem you're having on the game imo is related to the PSU. It could be something else but I already pointed out that the PSU does not meet the GPU power needs even if you want to upgrade the GPU or the whole system in the near future right now the best place to put some money is on the power supply unit.

Hi your computer should be capable enough to play CS:GO without stuttering, have you installed Nvidia experience? if so check the graphics options some times it change the game resolution to 2k or something like that and scale it down to fit your screen it may cause some stuttering, you could also check your CPU temps while playing maybe its getting too hot and to prevent damage it down-clocks itself causing the stuttering. What PSU do you have does it meet the new GPU power needs?

If you feel the need to upgrade you can go with something like this:
PCPartPicker part list / Price breakdown by merchant

CPU: AMD FX-6300 3.5GHz 6-Core Processor ($96.93 @ OutletPC)
Motherboard: MSI 970A-G43 ATX AM3+ Motherboard ($60.98 @ Newegg)
Total: $157.91

you probably need to change the PSU, it has a max output of 450w and constant output of 400w, the GTX 660 according to Nvidia website needs a 450w minimum. look out for a 550 or more power supply.
This could be a good one:
Power Supply: Corsair CX 600W 80+ Bronze Certified Semi-Modular ATX Power Supply ($55.99 @ Newegg)
Total: $55.99
