The 280x is for sure better then the gtx 960. The gtx 960 has a lower memory bandwidth therefore making the 4gig less practical.

I would say so considering people are running old gtx's several years old.
Another option that costs about the same as the 4gb 960(~$240) is the R9 290(avoid the ones with a reference cooler) which is an even faster card, assuming you have a good enough PSU to power it.

That isn't that bad of a price jump. Its worse where I live.
