ASUS Z97-PRO GAMER Boot Issues

Hello,

I've just built a new computer using the following components:

Intel i5 4690k
Kingston Savage 1600mhz 1x8gb CL9
ASUS Z97-PRO GAMER
Cooler Master V650 PSU
1 TB WD Caviar Blue HDD

The motherboard boot screen does not appear. No video feed comes from the PC for any length of time.

The CPU, DRAM and VGA LEDs are all flashing.

I have checked that the CPU is seated properly with the arrows matching. There are no bent pins in the socket. Tried reseating the CPU anyway but still does not work. The CPU fan is connected and spins.

The RAM was tested in the farthest socket away from the motherboard first. Then I tried the other three to no avail.

I had a spare 2x4gb set of Crucial RAM which I put in, trying the B1 B2 channels and the A2 B2 channels but the CPU, DRAM and VGA lights still flash.

Computer does not boot without any RAM either.

I have tried with the GPU out of the motherboard just to rely on the onboard graphics. This yielded no results either.

I cannot think of anything else to try. These are all brand new items and my computer didn't work 5 months ago due to a faulty PSU. This is a new replacement power supply, surely this one cannot be faulty too?

I need to go out and get a new battery for my multimeter so I cannot give any answers to that yet, however does anyone have advice as to other solutions? Bad motherboard perhaps?

I will be able to try another PSU later today. Shall I do this out of the case to make sure it's not the case shorting out the motherboard etc.?

Hello,

Yes, I did try both my GTX 970 and the integrated graphics chip with the same issue occurring.

Today I booted it up and it kept turning itself on for a second (with all fans spinning, CD drive whirring and hard drive starting) then turning itself off afterwards, to which the cycle repeated itself continuously.

I took it out of the case and laid it on some antistatic foam with nothing but the CPU, CPU fan, 8 pin EPS and 24 pin MOBO connectors and power switch then it stayed on. Only the CPU light was on this time but solid rather than flashing continuously.

I have ordered a socket 1150 Celeron to test the socket to rule out a bad CPU/socket.

If this does not work should I buy a POST speaker to try diagnosis this way?
