Frame rate drop while gaming. AMD Platform

Greetings!
I recently built a PC with the Following parts:
MB-- MSi 990FXA-GD80
CPU-- AMD Fx9590
GPU-- Readeon R9 270X 2G
Ram-- Corsair Veng 1866 @ 16gb
Power-- 1k watt raidmax
OS-- Windows home prem. 64
HD/SSD-- 120g Start up SSD/ 2TB HD for storage

I have all the most recent Bios/Drivers installed.
Cpu/Gpu Temps are around 38-45 while gaming.
I have no real overclock set up. The MB has a built in OC genie tool which i have turned on. Which clock the CPU to 4.7ghz of the max of 5.2ghz. The main time i experience is when the game has a large scale event happen. EX: league of legends- Tower being destroyed or large team fight. It will happen very briefly half a second then it shoots back up and all is well. I have tried many things but am at a loss with what might be the cause. If you have any information to help me out I do appreciate it. Thanks Again!!!!!

Dude, OC genie is only designed to get an OC level that won't damage your system not necessary a stable one. I'd go back to clock speed, you'd hardly betting much performance out of a 9590 at those different speeds anyway. Should consider getting a better card than focusing on OC'ing, that 270 isn't a terrible card but you could stand to knock it up a knotch to something better, you'll get way better peformance with a stock 9590 with a better card than an oc 9590 with the current card.

I'd put Some investment money down on something like a gtx 970 or an r9 280/r9 280x

Also, I am only saying this a helpful suggestion, try selling that PC for as much as possible, the closer you can get it to the Retail of the parts it is made of, the better... There a lot of different much much better builds you could make instead.
