PSU going bad?

Hello. I've been struggling with a build for a while now and had finally gotten it stable but lately i've been running into some strange problems.
First, my computer will refuse to turn on (no display, no lights, no fans) unless i unplug the power cord for about 15 minutes, then plug it back in and try again.
Secondly, it's been shutting down mid-game and refusing to turn on when it does. I've checked the temperatures for, and stress-tested my CPU, GPU, and RAM, and everything seems fine, so there seems to be no overheating.
Third, i cannot put the PC to sleep, or it will refuse to turn on (again, no lights or fans react), unless I do the unplugging the power cord process again.

The CPU, motherboard, and power supply are relatively new, and yet this would seem like a power supply problem. I would assume if the graphics card were the cu,t that is not the case.

Any help will be greatly appreciated. This is my build:

Motherboard: AsRock Z77 Extreme 4
CPU: Intel Core i7-3770 3.4 GHz Quad core processor
Case: Thermaltake Commander MS-I Snow Edition
RAM: 12GB DDR3 RAM (2x4GB; 2x2GB) running at 1600MHz
HDD: 2TB hitachi hard drive
GPU: Gigabyte NVIDIA GeForce GTX 660ti 2GB
PSU: Corsair CX750M
OS: Windows 7 Home Premium 64-bit.

The yellow wire is showing 12.17v, the red wire shows 5.1v, and finally, the orange wire gives off 3.35v.

New info: I believe the problem is caused by some very weird short somewhere in the case. I discovered that when the computer refuses to turn on, there is one sure way to make it turn one, and that is to tilt the computer to the right then tilt it back to its original position with a small degree of force. I have tried this multiple times and every time the pc gets back to its original position, it turns on and boots fine. I have checked for shorts but have found none. I even unplugged the power switch cables from the motherboard and tried shorting the pin with a screwdriver to see if it booted but it didn't. Please help.

If you mean the test with the 24 pin cable from the PSU, the power supply did turn on when i did it. If you mean when i unplugged the power switched and shorted the pins, it did not. I will check every connection more carefully.

I noticed something interesting. When I press the power button, there is a small response from the board: a yellow LED comes on where the ethernet cord is plugged in, through the back of the pc. Other thatn that, no fans turning, or any other lights. So i went ahead and checked virtually every connection, tdisconnecting one and trying to boot, one at a time, and got the exact same results. And yet, as soon as I tilted the pc it booted right up.
