24 seconds you see the stutter happen and this happens in all games around 30-40 seconds of running around depending on the game.

This all started about 6 months ago, I got a new GPU (GTX 770 and PSU 800 WATT) and I could run games perfectly fine with no problem which felt amazing and then my computer kept freezing and crashing with blue screens and that's when my hard drive blew on me which led me to get a new hard drive only to now have a stutter/fps drops in all games.
I could find the problem to my FPS/Stutter problem so when Christmas came along I decided to go full out and buy a new PC apart from the PSU as I thought the PSU surely wasn't broke or anything as I can still turn on my PC and stuff
so I went full out and bought a new PC only to still have this FPS dropping/stutter.
