Only one out of two ram slots work on motherboard

So I've got this motherboard

I've got 2 sticks of this ram

When I put a stick in the DDR3_1 slot it works fine but if I add the other stick to the DDR3_2 slot it won't boot up or post. I've tried both sticks in the first slot and both work. I tried updating the bios to the newest version with no change. I'm running 64 bit Windows 7 so it should all be usable. I've RMA'd this board twice now and I'm on my 3rd one and they have all had this problem. I dont know if I'm just having bad luck or if there is something else going on. I know its a cheap board but the odds of 3 bad ones seems crazy to me. As far as the sepcs go it seems like it should work.

Neither stick works in the second slot. If I try to put either stick in the second slot alone it doesn't boot like before. I bought them seperately. I saw the timing option in the bios but I have no idea what I would I set the timing to.
