Korean language squared boxes after the windows update(w/ images)

So the language was completely fine until the windows update I had today. I formatted my computer 2 days ago so I still had many updates. Well after the update + restart, I can't read Korean anymore as they are squared boxes.

I can write Korean on programs like Notepad

but it doesn't work on chrome, I just get boxes(haven't tried it on Word because I don't have it yet)

Some of the troubleshoot steps I have taken are following:
encoding to unicode and Korean

Unchecking "Hide fonts based on language settings"

lastly erasing the fontcache

Before I system restore to previous update I wanted to know if this is a known issue or something that can be fixed. The update was about 100+.

Edit2. I found out what's causing the trouble. I went ahead and restored my system prior to all the updates. I have my language working perfectly fine. I went for the Internet Explorer 11(I updated IE 11 along with system updates) upgrade because I had IE8 and my language pack is broken again. So it's the Internet Explorer 11. Anyone know about this issue?
