Have you checked Disk Management, Device Manager and BIOS? Are you sure the drive is not showing anywhere?
I'd suggest to listen closely once you plug the drive and see if it actually spins up. Do you hear it spin?
If it's a new drive, it won't show up in My Computer until you actually partition and format it.
