100% Packet loss and ping spiking from 30-40 to 1500+

Every 8-15 seconds my ping increases to 1500+, even 2000 and about every minute i get 100% packet loss. I have tried using different cables connecting the modem (it has a direct connection to the wall, no splitter or phones) I have a stable connection (since five days ago, where beforehand it would be disconnected from the DSL and only reconnect every 4 to 5 minutes, and it would only be up for about 10 seconds, im not sure if they are related) and ive also tried using a different modem. Same deal. Whats the problem?

I recently went over to a friends house and found the exact same problem happened. I'm quite certain that means it has something to do with my laptop's wifi adapter. If so, how would I go about fixing that?
