For your budget the GTX 960 looks to be your best bet, however, could you post your entire PC specs so we can be sure there are no bottlenecks? Also, if your system can handle it, an R9 280X is also a good option.

With that CPU, there is going to be a major bottleneck between the CPU and the GTX 960!!!
You need to first upgrade your CPU before getting the 960. The best you can do with that CPU is a R9 270, but even with that you may experience bottlenecks in games that require a lot of CPU power.
