power but no boot tried sticky thread

Brand new build with brand new parts, wore rubber grip gloves the whole time. I've tried the steps located in:

No luck getting it to boot. The power button on the motherboard lights up and the Clear COMS light keeps coming on in the back, but I've tried clearing it plenty of times, does that mean the motherboard is not working? The debug light keeps coming on and flashing but no audio. I've included pictures on photo bucket to ask for assistance with my problem.

expected wattage should be around 550w-650w so i got a 750w to be safe.

Please Help me.

 
Solution
Try taking the board outside the case, connect both 24 and 8 pin power cables and start the board with only CPU and CPU fan installed. See if the CPU fan does spin.
