Basically, it was running slow so I tried system recovery, it failed half way and now it won't even boot. It says Ctrl alt delete to restart (hard disk error), but when I do it it keeps going back to the same screen with this message.
 
Solution
"Hard disk error" typically means the hard drive is faulty, in which case you need to replace it with a new one.
To double-check that the HDD has failed, you can test it from a bootable CD.

On a working PC which has a CD burner:

Download the DFT CD Image from here: https://www.hgst.com/support/downloads/legacy-downloads#DFT

Then install IMGBurn from here: http://filehippo.com/download_imgburn

Use IMGBurn to create a CD (use a blank CD-R) from the DFT CD Image.

Then boot your faulty laptop from that CD to test the HDD (use the Long test, not the Short one).
