i recently purchased and installed a new graphics card and my system has become slower. programs take forever to load and crash randomly but i get over 60fps on games on high settings with temperatures at 40/45 degrees C. my CPU temps hit 35 to 45 degrees C when under load. all drivers and bios updates have been installed

A new gpu shouldn't make your computer slower. Try changing your power plan to make sure it's on high performance. Also do you have a lot of programs installed/ a lot of used space on your hard disk? I'd think if your computer was slowing down it'd be due to something like that rather than the gpu.
