Wife's Computer Continually Restarts After Logging On

Hey guys,
my wife's laptop kept receiving an error message everytime she started her computer, something along the lines of "There was a problem starting c:\Users\Amber\AppData\Local\ARCADE~1\CATHEL~1.DLL The specified module could not be found." I followed some instructions online, used Autoruns and deleted what was causing the error. However, I made a huge mistake and deleted a couple other files that said File Not Found, along with the CATHEL~1.DLL. I guess I got trigger happy and thought, if this one File Not Found is causing an error, maybe I should delete a few more.
Anyways, now when the computer starts up, there's two windows that pop up for just a second and the computer restarts immediately. It loops like this to no end. I was finally able to take a picture of the error messages, which I've attached.
Oh, I should say I can start the computer in safe mode without it restarting and I've tried restoring the system to an earlier point and that doesn't resolve the issue.

How should I take care of this?
 
Solution
You can try to do a repair install of windows to restore your missing files, but likely you will need to do a full reinstall of windows.
Now way around it unless you know for sure what files you removed
(No system restore will not fix this problem)

Solution
most new pc and laptop have a hidden partion that holds the restore image you enter it by the bios or a set of key strokes at post. before you run it try getting into the laptop with f8 safe mode or hirem boot disk using the xp boot. so you can use a usb stick and move her files she needs off the drive.

Spoke to dell and they are sending me a recovery disc for free and overnighted, which is pretty incredible if you ask me. I'll update if the problem isn't resolved. Thanks you guys!
