Will a faster CPU directly influence the GPU's performance?

For instance, certain games aren't very CPU demanding, so they only use a portion of the processing power of the CPU (say, 30%), while the GPU is under 100% load. In this case, will upgrading the CPU increase the GPU's performance (ie. more FPS)?

I'm running an older C2Q Q9550 @3.8GHz with an Radeon HD 7950 and I'm planning to get an i5 4690k and overclock it past 4GHz.

If you're wondering why I'm replacing the CPU, the issue I mentioned above is only there with older games (Far Cry 4, Shadows of Mordor). With GTA5, the CPU is a huge bottleneck (all cores under 100% load while the GPU's usage rarely goes above 50%)

No, if your cpu is not maxing out in a game, upgrading will not effect it too much. Two completly different tasks are run through the CPU and GPU, and upgrading to possibly help out the other is not how it works. But yes you may want to upgrade your CPU for those newer games you mentioned, as your CPU will be maxing out most likely.
