new build wont boot

So I've been 2 months ordering parts trying find the best deals and here is what I ended up with

I have followed everything the books and Web sites have showed. Even a checklist off toms. Everything is brand new except the mb. I purchased off amazon used - excellent cond. When I install all parts and hook everything up the mb lights will light but when I hit on button the cpu fan wont spin and won't boot or anything. I've reinstalled everything try ed 1 stick ram, unplug everything except CPU and CPU fan. it doesn't beep, twitch, spin, whine, hiss or anything. I have made sure my on off switch is plugged in right. Is there a hidden button some were ? Lol I'm out if options, money and time. Any advice would be appreciated. Sorry again to bother

disconnect the power switch connector from the motherboard & use a slot screwdriver to short the 2 power pins to see if get power going. try clearing the cmos as have found that to work sometimes to kickstart a stubborn system. did you also plug the 4 pin cable from the psu to the motherboard?

It's a 4+4 pin from psu to mb. And it's plugged in. So anythjng to jump the power swith + & - ? I have a test jumper plug that came with the psu I put it on to test and still had dvd drive plugged in. It powered the dvd drive. I'll try cmos clearing tomorrow. This case has raised stands for the mb do I need to put something down unDer it to separate case and mb? I noticed the panel it sits on is riveted to case and they look to be plastic coated.
 


Try testing the board outside the case, to rule out a short.

Was that really solved only by clearing the CMOS? It looked to me like a power issue.
