New ram stick (Same model), No beeps or display

Back when I first built my computer, I used to have 2x 4GB ram sticks and it worked perfectly fine. A few years down the line, one of the sticks died and I've been running on just one 4GB stick since then. I bought another of the exact kind of ram I'm already using but for some reason my system won't boot properly with both sticks installed. Each stick works individually, and I have tried using each slot (1 3, 2 4) on my motherboard but nothing has worked.

I've tried booting with all peripherals, CPU fan, and system fan unplugged but same thing happens. I have also tried resetting my bios already. I suspect that it may have something to do with my new PSU that I got after my first ram stick died. When I do try to boot with two sticks, my GPU fan starts pulsing. My old PSU was 700w and my current one is 500w, which I thought would be enough for my build but I may be mistaken.

Any time you mix DRAM from different packages, yes even of the same exact model, it can be and often is problematic. DRAM in a package is tested to play nice. Here things are also compounded by DRAM at different times, they've likely changed Memory ICs, even the pCB used and possibly the solder. So it's not unusual for them not to want to play

Had a chance to try out your suggestion this morning, and it works now! Only question I have is whether or not lowering the DDR3 will affect my computer in any way? But regardless, thank you so much.
