8350 "safe temperature limit" 61c or 70c? and do I need a CPU cooler?

Hi everyone,I have been doing a lot of reading in hopes of finding a definitive answer (or at least something close).

I found many places saying that the max temp i should see on my 8350 is 61-62c. EX: http://www.tomshardware.com/answers/id-2025304/max-temp-amd-8350.html

These types of threads i found do not explain what temperature they are referring to (core temp vs. socket temp). I always assumed that since i cant actually see the core temp, they were referring to the socket temp.

However, I just came across this article that made me think otherwise: http://www.tomshardware.com/faq/id-2122665/understanding-temperature-amd-cpus-apus.html

According to this article, optimum performance is within the thermal margin. AMD's OverDrive shows that i should be able to run the 8350 at up to 69-70c and stay within the thermal margin.

After adding a second GPU to my build, I noticed that my cpu load temps have risen a good 10c and when they approach 61c or higher (at one point it hit 68c) i get nervous and quit my games.

Should i follow the thermal margin and use that as my "safety zone test," or should i follow the 61c rule of thumb and get a CPU cooler? If the answer is to get a CPU cooler, do you think a CM hyper 212 EVO would do the job? I dont plan on doing any OC and im strapped for cash, so i wont be able to get any of those nice AOI liquid coolers or the Noktua NH-L D14/15 anyways.

Solution
The CPU is fine if the thermal margin doesn't get close to 0°C at full load. At 0°C it throttles and the speed drops to 1400 MHz, but nothing else should happen.
