Do power saving mode affects cpu or gpu in case of a desktop
If yes, by how much percents
Does it affect gaming?
What else it affects?
Does it affects overclocking?

I think the clocks power get lower to have their deal with the lazier PSU.
Yes,the gaming might get less nice.
I don't believe it's really ''affecting'' something else than our patience.
