Radeon R9 270x on 450W PSU?

I upgraded my GPU from GT440 to R9 270x but my computer does not boot after the Intel Motherboard page. When i tries to investigate, i found that it could be a problem with my PSU but i am not sure.
I have 450W PSU. is that okay to run my 270x? or is there a problem with something else?

the fans in the machine spin but the CPU light (red) does not blink. can anyone help me?

i bought myself a new Zebronics 700 watt PSU today and i still have the same issue. I have started thinking if it has anything to do with my motherboard. I have DH67CL, which is supported by i7 processor.
I have i5 3750k @3.40 Ghz on it.

thanks to all for your reply. I tried another Sapphire 270x and it still did not work. So, exchanged that for GTX 750 Ti. I am little disappointed. I am surprised my board doesnt support 270x. Performance of 750Ti is average. Maybe i should sell my RIG and build an AMD one. Anyways, thanks a lot for your answers. :)
