If CPU performance is stable, can "low" vcore damage CPU ?

Hello,
We all understand that high temp and voltage running through the CPU will "degrade" it overtime. Whether this might happen in the course of weeks, months, years nobody can tell for sure.

My question: my CPU runs fine for about 0.05v less than the FULLY stock VID default settings and it is stable 100%.
The question is: can low voltage damage CPU overtime?

Some 4790K's come around 1.2v but 1.1, if stable isn't a problem as it varies from chip to chip.
