My current mobo is a MSI 970a-g46.

Or any better things to do besides these for around $250?

I would probably wait a month and see what the game wants. I'd bet you'll be fine with an 8350 but until the game is released who can say.

If you're willing to overclock you'll probably get more bang for the buck with an FX-8320e. https://pcpartpicker.com/part/amd-cpu-fd832ewmhkbox
If not the 8350 would be a solid choice. More games will be utilizing more than 4 cores. The FX line will get a boost in performance with DX12 also.

Dont upgrade until the game comes out. To say, your current mobo will not support overclocks on an 8 core, it would be wasted, ive seen them fry with overclocked 8 cores on them.

Since we have bulldozer and a crap AM3+ board, i would switch to intel like the build you posted except change the mobo to something better. Asrock h97m pro4 is a good and i own it. You dont need z97 for a locked i5.
