Weird issue: Win 8.1 does not install as 64-bit on Asus VM62 (i3-4030U)

Hi, I'm new to this forum, although I've been around a long while on several others such as Wilder Security, etc. Would appreciate some help or suggestions on a weird problem.

Just bought a brand new Asus VivoPC VM62, with no OS. Came with a blank 128Gb SSD. This PC has an i3-4030U CPU and came with 8GB DDR3.

A few days ago I installed Win 7 32-bit and then decided to purchase from the MS store Win 8.1. In the meantime I played around with dual booting with Mint 64bit. Then I scrubbed the whole SSD. Installed Win 8.1 from a USB drive from the MS download. After install I noticed that only 3.* GB of memory was being used then that's when I saw the 32-bit version had installed.

After spending hours with MS support, they said that they would send me a link to a 32/64 bit version as apparently mine may not have been 64 bit from the store (???). Anyway, did the whole re-install again, after reformatting the whole SSD. Same issue, installed as 32 bit!

This time a chat with MS and troubleshooting resulted in the guy saying that Win 8.1. autodetects if 64 bit capable hardware. My sysinfo log he generated during a remote connection showed the processor as x86 which he said suggested it was 32 not 64 (?!!!) He said to
contact Asus support, so I raised a ticket, but now it's the weekend and I am going to have to wait a few days, but I really need to try and fix it this weekend, or at least understand what the issue can be.

My only guess is that's something to do with the UEFI bios settings which initially were switched to legacy mode by me in order to get Win 7 installed, but these have been changed back, as far as I am aware.

Is this a Win 8.1. issue, or an ASUS one, or an issue with the BIOS (I am new to UEFI), it's version 2.10.1208. Any help or referal to another thread or site much appreciated. I really want to know which tree to start backing under, currently I have 3 (MS, Asus, BIOS).

UPDATE:

Win 8.1 will still not load as 64 bit version on the VM62. However I successfully installed Windows 7 64 bit!!! ASUS support got back to me and they disagree with MS support, they confirmed the hardware is 64 bit. From what I can see, it appears that there is a major bug in Windows 8.1 with at least this PC.
