high pitched noise coming from pc, and pc shuts off after a few minutes

i got a new motherboard and cpu for my pc recently, a pc i built a few years ago, and when i install them, there is a high pitch noise coming from maybe the mother board, maybe psu, im not sure, and the pc only stays on for a few minutes before shutting off. does anyone have any ideas what i can do to stop this? i reinstalled my other cpu and mother board and everything works fine, so it may not be the old parts, but maybe something is clashing with the new? is the cpu or mother board defective? i tried the new mobo with the old cpu and same results. noise, shuts off.

i cant tell, maybe its near the middle or bottom, i just cant tell. all i know that its not there with the older setup up, and its still there with the new mobo, but not the video card hooked up, and its there with the new mobo, but the older cpu hooked up. maybe its the mother board, but maybe its a sound from somthing clashing with it.
