Keyboard/Mouse wont work INSIDE of windows

Custom built computer using msi z97-g45 for mobo, was trying to avoid doing a fresh install if possible, but keyboard and mouse will not work inside of windows 7, regardless of whether safe mode works or not and does not matter whether front or rear usb. However if I boot into the Windows 7 installer or Hirens, UBCD, any of that, it works perfectly fine, so it has to be a driver issue, but without having a mouse or keyboard I cant get to device manager or anything -_-

Using a drive with a previous OS install?

When changing motherboards, a fresh install is always recommended, often required.

Nope, was a fresh install. Its a customers build not my personal (we did build it though) and from what the customer said it just stopped working. There was no motherboard change

Or any other hardware change. The HDD did come back good after running through ubcd

Im sure a fresh install would fix the problem, was trying to avoid because then I need to do a data backup which adds to our repair time
