Flickering and Weird Textures + Artifacts GTA V

Recently in GTA 5, I noticed some random flickering of shadows and messed up looking textures. I have no idea what the problem is. It happened very recently. I have an overclocked Graphics Card (AMD Radeon HD 7700 Series) by 100Mhz. My CPU is AMD-6300 overclocked to 4.1Ghz. The game didn't show any random artifacts until like yesterday and I had it overclocked for about a week. Also, in other games everything looks fine which makes me believe that the problem lies within GTA 5. I tried turning off my overclock but that didn't fix anything...

Try using the AMD CHS for shadows.
You can turn on the AF to 16x(no impact on perf actually),the Ambient Occlusion and the Tesselation on.
Also try tuning the MSAA to 2x
(also per advice of another poster,decrease the settings from Very High to High)

Is that the only thing? + what settings take up the most fps? I'll disable them. + is it possible to get 60fps with my rig? I occasionally got in the 50's sometimes

Well,my pervious GPU(the R9 270X) and the same processor as yours can play the game at high+very high settings at 50-60 fps,only dropping to the lower 30's in NPC and building intense places. So, your GPU can play at 60+fps with a mixture of normal+high settings.
The VRAM doesnt count,the raw GPU power is the determining factor of handling games in a higher framerate,even you have the same VRAM as some other higher-tier cards do :)

If you wanna play as smooth as possible,tweak down the Textures to Normal,instead of High.You might lose the detail of textures,but considering the game is already great without eye-candy features,it should work out for you.
(tested an older rig of Phenom II x955 BE and a HD 5850 1GB,30+fps)

So lowering my texture quality to normal with give me 60fps? what else is REALLY sapping my fps and needs to be decreased? Sorry for keep asking im kinda new to this stuff...

From what your settings are,and comparing it with my old rig, just turning down the Texture Quality would give you a good fps improvement.Test the new settings and run the in-game benchmark then.

Roughly 40fps... still need that extra 20!

Sacrifice all of the eye-candy options and set everything to Normal, for Shadows use AMD CHS, turn AF to 16x,Ambient Occlusion and Tesselation on

One useful tip when getting good frame rates.
the difference in 30 and 60 fps is staggering.
but when the fps is 40 vs 60,you will start to notice less to none differences.

Hey, I'm having another problem and was wondering if you knew how to fix it...
[RECENTLY] Whenever I play and I'm driving along grass or something, the draw distance is so short. I see objects like 1 second before I drive past them. This happens with shadows aswell... It's extremely annoying. Know a fix? I have distance scaling set to max, but no extended distance. I didn't have this problem like a few days ago but I do now... A few days ago Extended Distance Scaling was off and it still looked normal so I know that it isn't that...
