I think it's possible that your power supply isn't providing enough electricity for your card. My R9 280X, same model as yours, uses 40-45 amps while gaming, sometimes more. It says that your Raidmax PSU provides a maximum of 45 amps on the 12V rail, and your card will probably have spikes where it uses more than 45 amps, as mine does. Download GPU-Z and you can monitor the DC amperage. You can either get a better PSU or slightly underclock your card and lose like 5 FPS, but I'd recommend a PSU change. Hope this helps.

It isn't always running at 299MHz, is it? That would be your problem if it is.
Another problem could be your PSU, which is of very low quality, not providing adequate electricity to keep your GPU at its "boost" clock of 1.02GHz.
