Why does my video card give lower performance than other's who have the same?

Hi guys!
I got my new computer about half years ago, and i got an 550w power supply in it and i have an r7 260x 1gb and an fx6300. I want to ask, that can my power supply affect the performance of the video card? Or what can the problem be? Because i see a lot of videos, where people play with that config games on high or ultra graphics that i cant even run on low smoothly.

It is doing that almost from beggining but i thought it will work fine later. I have the newest drivers and newest BIOS what is possible for my motherboard.

Forget to ask another question which may explain your perfomance issue? What resolution monitor are you running when gaming? What about the videos your watching, are they running the same? Also, a quick review from Amazon http://www.amazon.co.uk/dp/B007G97KHO shows that someone w/ same PSU as your had problems, replaced it, and fixed. They were gaming as well. I'm not familiar w/ the brand, but it doesn't seem to be a quality unit. It could explain your shutdowns as well, even though your way under the rated power.

I play on 1920x1080 led monitor.
Do you think if i bring it back and get a new one of this psu (beacuse i have 1,5 year warranty on it) would fix it?

And i dont know what is the problem, but i see people running games with 40-50 fps smoothly but if i get under 60 my game is stuttering and lagging sooo hard.
 
Do you have V-Sync enabled in games, as I've read that when it's enabled, in certain games that can't maintain 60 FPS will have to drop to 30, or even 15 for refresh rate multiples. I can't verify how truthful this is though, as I don't usually monitor my actual FPS.

Yes, I tried re-installing many my OS many times, i tried win7-8-8.1. No change.
