My newly built computer turns on after like 5 seconds then turns off and after about another 5 seconds turns on and keeps doin

My Computer specs are
Cpu - i5 4690k
Ram - 4 x 4gigs of ram
Gpu - zotac geoforce gtx 970
enermax liquid cooler
Motherboard - Asus Z97-A

ive unplugged and plugged in everything the light on the motherboard come on and all the fans and everything seem to be working ive unplugged the ram to see it if beeps when the pc starts it does and ive tried 1 ram stick nothing the only time it beeps is when there is no ram in it ive only plugged in the cpu cooler the cpu and the ram to the motherboard both in and out of the case still nothing. it just used to turn on but not show video so i got a new cpu and now it turns on for a few secs then turns off and after a few secs turns on and repeats i brought it to a friend who has built a computer also we went over and recheked everything still nothing. do i need a new motherboard? and the total wattage my computer should use is around 360 my power supply is gold 80+ and can support up to 750 wattage
