Asus p5n-e sli 4gb of RAM no beep, 3gb of RAM yes beep

I have the following specs:

Asus p5n-e sli
Q6600 2.4ghz
4 1GB DDR2 OCZ RAM
Ultra 700 Watt ATX Power Supply ULT VX700

When I use 3 of the dimms, the computer boots fine (one beep). When I insert the 4th dimm, the computer doesn't pass POST, it doesn't beep, it just sits there running. What about using all 4 slots of the asus is causing this? Is there not enough power?

When I boot into the Phoenix AwardBIOS (when using 3GB of RAM), under POWER > Hardware Monitor, I see the following:

CPU Q-Fan Control [Disabled]
Chassis Q-Fan Control [Disabled]
Vcore Voltage [1.23V]
3.3V Voltage [3.31V]
5V Voltage [4.97V]
12V Voltage [12.03V]

CPU Temperature 42 C
M/B Temperature 38 C
CPU Fan Speed 2596 RPM
CHA_FAN1 Speed 1448 RPM
CHA_FAN2 Speed 0
CPU Fan Speed Warning [600 RPM]

What could be wrong?

Have you tried a different RAM stick in that 4th slot - on of the sticks that the PC boots up with?
Also, using just one stick of RAM, one you have already booted with, try to boot in each slot.
Shut down, unplug the PC, wait about a minute, then pull all the RAM out and put one good stick in A1. If it boots, do this all over again and move it to B1 etc.
This is probably not a power issue. Most likely a bad stick of RAM or a bad slot on the Mobo.
