old motherboard thermal pad vs paste

i have an old emachines t1600, i took the heat sink off of the motherboard i thought there would be some thermal paste to clean but there was a thermal pad, or tape its small see through peice of plastic looks like tape,
is it safe to take that off and apply thermal paste i have mx 2 and mx 4.

the chip the heatsink is covering is called sis 741 gx
 
Pads are used for automated/semi-automated assembly on an assembly line. They may be substituted by thermal compound such as Arctic Silver 5. Clean both surfaces using 70% Isopropyl alcohol available at pharmacies and Walmart for under $2 a pint.

i have 99% iso and 3 kinds of thermal paste, arctic mx 2 and mx 4 and and A50 which came with a heatsink i bought for cpu, which would be the best to use MX-4?

i see, always thought 99% was better because it had more alcohol content and less water or whatever else is in 70%
 


Yes you are right! 99% alcohol is much better than 70% alcohol. The problem is alcohol's affinity for moisture/ As soon as you open the container, the 99% alcohol gets diluted and this is a continuous process. Even the 70% alcohol will absorb moisture but at a slower rate. 70% does the job and is much cheaper and more readily available than 99%.
