Need a Gaming Desktop Build budget ($500-$600)

I was wondering if someone could help with making a list of parts for a gaming desktop I'm on a budget of $500-$600, greatly appreciate any help given. I mostly play World of Warcraft, some steam games, and Photoshop/Editing Videos. I already have a graphics card so that doesn't have to be added just everything else is needed Os/monitor/etc ; I would really like to be able to run any game on a high setting without any hiccups. With that said not quite sure what the better OS would be since I've heard mixed reactions of good and bad with Windows 7 and Windows 8.1.

Awesome thank you very much, you wouldn't happen to have any advice about the OS do you? wasn't sure which I should go for due to hearing good and bad things about both.
