Computer fan heat

My fan starts and stop for about 5minutes before running at full speed. I put my hand on the fan to check the temperature and it was pretty hot. It's spinning but does that mean it's doing its job? I've been having overheating issues that started today not sure if this is the reason.
 
What fan did you touch? I'm assuming it's a laptop, but if it's not. The fan you touched would of been the rear exhaust, if hot air is blowing out it's doing it's job. You don't want this to stay in your case, it'll increase your temperatures over time, room and case. If it's a desktop then open it up, and remove the dust inbetween the CPU fan and the heatsink. Make sure to unplug it completely (including wall socket), and you don't want the fans spinning while doing this.
