Underperforming new PC

Hi,
so i recently bought a new PC which i deemed a big of an upgrade from my last one. Now,here's the thing. My old PC had little to none lag or stutters on games like Wolfenstein The New Order ( tweaked high) and fully moded Skyrim (108 mods) yet the new one can run Skyrim with the same mods at 30 FPS and Wolfentein at medium without V-sync.It even stutters in LoL when things get a bit too crowded on screen.

Old PC:
AMD Athlon X3 445 @ 3Ghz
Point of View Gtx 650
4Gb of DDR3 RAM @ 1600Mhz
500 W power supply
M4N68T mobo


New PC:
AMD FX 8320 @ 4.4 Ghz
AMD Sapphire R9 280X Tri-x Vapor OC Edition
8Gb of DDR3 @ 1600Mhz
650W 80+ certified Bronze poweer supply
A960D+ mobo

Since you want to overclock, the cheapest motherboard I can recommend is GIGABYTE GA-970A-UD3P:

While your PSU is not a recommended solution (is this the one:http://www.lc-power.com/index.php?id=197?), I guess it's good for now (being new and all), but you should also consider changing it later with a good quality one.
You're over clocking an 8 core on a board that's barely capable of running it at stock speeds.

Its 99.99% like throttling under load - it was a poor choice of board - in fact there are no matx boards Id personally use for an 8 core fx.

Lose the overclock - you'll very likely get better performance at stock speeds.

I'm using an 8320 however,like i said,i overclocked to gain performace on a machine that should have been superior to my last one yet i have,in some cases,unplayable framerates. Now i've set the OC and voltage back to stock yet the troubles remain.

C1e and CPB(core performace boost,i'm guessing that is Turbo boost because it's the most similar) were already disabled.

My CPU and MOBO temps range from 30 to 40C yet my GPU is around 50-60C. Can the GPU be the problem or are those normal temperature ranges when under load?
 
Its hard to say - a stock 8320 & 280x should be giving you huge performance increases over your old setup.
If the mb/CPU is throttling it will hold back gpu usage which will keep temps lower.

30-40c on the CPU is unrealistic under any kind of load though.

Download & run a furmark 1080p test - its entirely GPU dependant & will show if your GPU is hitting full load if its not restricted by the CPU.

Hello,

Putting a high-end CPU (FX-8320) on a low-end motherboard (actually it's the cheapest AM3+ board available) made by an average manufacturer (Biostar) and further overclocking the chip is calling for trouble. Change the motherboard ASAP, there is no cheap way to overclock an FX chip and expect not to break anything.

What PSU are you using?

Hi,im using an LC Power Silent Green Power 80+ Bronze 650W (forgot to put in the original post). I guess if all else fails a new mobo is the way to go. Can you recommend a decent mobo in the 60-100$ price range or do i need to amp up the price range? It would be appreciated.
