How do i disable Power Saving modes for an FX-8350 in the BIOS?

I wanted to know since i know that my CPU can perform a lot better than it is now. I have high performance set in Windows, but according to other people, there are other power saving modes in the BIOS. My mobo is an MSI 970A-G46 and i am running a Zotac GTX 970 with 8gb Corsair RAM, and a Cooler Master Hyper 212+.

Have you first tried adjusting the CPU power saving mode from within Windows?

Control Panel\Hardware and Sound\Power Options\Edit Plan Settings
Change Advanced Power Savings
Processing Power Management.. set Minimum Processor State (from 5% to 100%)

Yes, i have the minimum processor state set to 100% just like the maximum.
