GTA V Frame Rate Drops to 20 FPS

Hey guys, I was hoping I could reach out to you all and see if I could get some help here. I purchased GTA V a few weeks ago and since day one, I've been having one annoying issue. I will be playing at 50-60 fps for a good 5 minutes, when all of a sudden my frame rate drops to around 20 fps for a solid 20-25 seconds before returning to normal.
I have 8GB RAM, an AMD FX-8320 @3.5 GHz and a Radeon HD 7870 2GB, and the game is loaded on an MX Crucial-500 256 GB SSD. I have tried:
-Updating to the 15.4 beta drivers
-Disabling Cool N Quiet in BIOS
-Disabling AMD Turbocore
-Setting GTA V priority to High
-Lowering all graphical settings
-Ending the launcher process
-Disabling AVAST! antivirus
-Sending in a support ticket (Rockstar decided to delete my ticket when I tried responding to it.)
-Running in windowed mode

In you post you did not state your graphics settings. GTA V is a very graphic intensive game and so the settings may need to be adjusted to get better performance. Another thing may be overclocking processor a bit higher to 4.0 ghz or higher if you have a aftermarket cooler. But that is not the first time I have herd complaints bout GTA V and low frame rates. One last suggestion is taking down settings for the grass affects. When ever you play the game try to notice where you start to have fps problems. When you go out side urban areas( away from buildings and streets ) to the country areas with lots of grass the game tends to have horrible frame rates.
