<HELP> System won't boot, CPU cooler & PSU cooler run then stop every 0.5 sec over and over again

Dear all,
I built some rigs and faced no problem except this time.
I have built a new HTPC with following component's specification:
- Mainboard : Gigabyte H87N-wifi
- CPU : Intel Core i5 4460
- RAM : Crucial 8GB DDR3 - 1600
- PSU : Cooler Master Elite 460W
After assembling, I pressed the start button but unfortunately the system didn't go to boot and there was no beep sound at all since there was no buzzer for this mini-ITX motherboard. There was only CPU cooler and PSU cooler ran for half second (50ms approximately) then stopped then the process happen over and over again.
- I tested the PSU by jumping green wire and black wire and connected it with system fan, It worked perfectly.
- I removed all peripherals and kept only motherboard, CPU & cooler, RAM but I got the same issue.
- I removed everything, cleared CMOS, built in again but faced the same.
I suspect either the motherboard defects or PSU is not capable to handling the total power.
I have read all related threads and tried all but it was unsuccessful.
Please help me solve it out.
 
PSU can support easilly your configuration, lol u have about 150W draw from a 450w psu...... A connection may be loose or not properly fitted, or motherboard is defective or psu(take notice that may the fan be working but it is using only the 12v line, but the psu may have the 5v or the 3.3v line defective).

I tried to jump green & black wire of PSU to force the PSU on during plug in to MB, after that PSU cooler & CPU cooler running continuously. Measured Voltage at 12V DC line (Yellow & Black) vary between 12.3 - 12.4 VDC while it was stable at 12.4 V during unload. Is that unstable voltage 0.1V at 12V DC line cause the problem ?

It is 5.14 and 3.34 VDC respectively. I checked some feedback about this MB from Amazon and received some same complaint about indefinite loop booting. I purchased it last year but kept in the box until today for this building then it didn't work. I already order an ASUS H97I-Plus for replacement. Let's see if it work. Thanks all !
I received new ASUS H97I-Plus mortherboard, after assembly the system run out of the box. Thanks for all your support.
