New prebuilt PC, strange performance drops/lag spikes.

(Update): Having found that the problem is caused by overheating, I'm looking for suggestions of how to better cool the computer.

First thread, so I apologize for any mistakes I make. I'm honestly not the most knowledgeable, so please correct any mistakes or request more information if needed.

I recently purchased a new gaming rig, an IBuyPower prebuilt to replace my older machine. The new computer works well and has no problems for general internet browsing or smaller, less demanding games. However, whenever I try to run anything more demanding, I expreience severe lag spikes every few seconds. Thus far, all the games I've tried and encountered the problem with have been installed through Steam, if that's relevant. I'm planning on installing Titanfall through Origin, to see if the problem carries over there.

Thus far, I have seen this issue in: GTA V (averages 70 FPS, drops to 15-10), Borderlands 2 (averages 80-90, drops to 20-10), Cities Skylines (averages 60, drops to 20-10).

My prebuilt specs:
CPU: AMD FX-9590 eight-core
Motherboard: ASRock 990FX (purchased on a friend's recommendation)
RAM: 16 GB (8 GB x2) G.Skill Ripjaws X
GPU: AMD Radeon R9 270 with 2 GB VRAM
Storage: Toshiba DT01ACA200
OS: Windows 7 Ultimate 64-bit
There's also a CPU cooler attached: an AVC K7127N (again, friend's recommendation)

Peripherals:
Monitor: 24 inch led LG 24EC53
Keyboard: Logitech G510s
Mouse: Logitech G402
Headset: Logitech G430

Again, I'm new to this forum and not the most experienced with computer hardware, so any help is greatly appreciated.

(Update): Upon suggestion of the problem being overheating, I ran the computer under load and I believe that was the problem.
CPU: 85 F / 29 C at rest, 104 F / 60 C under load.
GPU: 95 F / 35 C at rest, 110 F/ 43 C under load.

If anyone has any recommendations on how to fix this issue, if it can be fixed, I'd very much like to hear your suggestions.
 
Solution
I hope you didn't pay much for that system. FX 9590 is a mini space heater, and quite possibly is overheating. It isn't a very good CPU, either. Your GPU is lower midrange, by today's standards.

Thanks for the quick reply. I was concerned the problem was temperature. I'll run it under load and check the temperatures then. I've not been able to do much with the rig mysef, as the same friend who made so many suggestions has been convinced it's a software problem and has been all over the computer most of the weekend.

It was the temperature. I've updated the post and would like suggestions on how to improve the situation.
