Computer will boot but won't restart

When you start it from off, it boots fine, etc, however, if you hit restart in Windows, or the BIOS (Or anything that doesn't cause it to completely turn off), it doesn't boot. The fans come on, but the Activity light is off, the monitor doesn't display everything, the numlock light is off, and the mouse light doesn't come on. I just build this computer a few days ago, and this is a really annoying problem.

I'm guessing it's a motherboard issue so I've tried all possible driver updates/rollbacks. Is this a manufacturer problem that would be covered under warranty?

Processor: Intel Core-i7 4790
Power Supply: Corsair CX430
Memory: G.SKILL Ares Series 8GB (2 x 4GB) 240-Pin DDR3 1600
SSD (boot drive): Kingston HyperX (120 gb)

I tried that, it needed an update anyway, but it didn't solve the problem...

So I know this is over a year later, but I've been dealing with it and accidentally fixed it while fixing another problem. Something happened to my Windows install and I had to reinstall windows. When I was done, the reboot problem was gone. No idea why, but it worked
