CPU Running more usage than GPU when playing games

So before the problem started I used to play around 100+ fps, now I play 80 and below. I unparked my cores, did full system scans and came up with nothing. When I play CSGO my CPU usually runs anywhere from 60%-100% and my GPU runs somewhere around 20%-30%. I am pretty sure that should be the other way around. Is my CPU bottlenecking my GPU? What do I need to do? I have updated all my drivers and there arent any programs running in the background. PLEASE HELP I NEED MORE FRAAMES!

EVGA GeForce GTX 750ti FTW SC
Intel i5 4590
Thermaltake 430W PSU
ASRock H97M Anniversary Edition
Corsair Vengeance 4GB + PNY 16GB
 
there is no way that your CPU is bottle necking that GPU. Some games are CPU bound, as I don't have CSGO I can't say if this one is. IF you think you are having an issue try a different game and see if the have the same results.

Unless you have a 120 or 144 Hz monitor the extra frames are going to waste anyways. Most monitors out are 60 Hz and refresh 60 times a second and no faster. THis would mean that even if you pull 300 FPS you will still only see 60 with screen tearing. DO you have a 120 or 144 Hz monitor?

EDIT: are all cores loaded? use task manager and see if all 4 cores are being utilized. If all cores are not being used this could cause your issue.

i'm inclined to say this is a issue with the specific game and not your hardware. but until we can get some more numbers that's just a hunch.

some things to check if its a software related issue.
Do you use any mods? if yes, then uninstall them. if it resolves, a recent update messed up your mod (this happens a lot with TF2)
use steams verify integrity option to check for bad files.
do you have multicore rendering enabled in CS:GO's options? (taking a guess there's an option for it based on experiences with TF2 and L4D)

some things to check if its a hardware issue.
whats the clocking of the CPU when gaming?
what is its temperature?

I have a 60 Hz monitor and this is happening on all games the fps is saying that im getting dramatically less frames before this problem happend, I am pretty sure this is a hardware problem because my computer doesnt load videos and streams as well anymore. All my cores are unparked I used Core Parking Manager the ValueMax and ValueMin are both 0. What I think is happening is that the games are using the CPU more thatn they should be using the GPU

I have uninstalled everything except CSGO and I have verified integrity all ready and its funny because lowering the settings doesnt give me more frames, also to get the best frames I have to go into full screen when before I could lower the settings and go into windowed and get many more frames.

Paked cores are cores that arent being utilized, so all of them are utilized since I unparked them if I parked them the computer would be slower.

 
Parked cores was an issue when they introduced the turbo/boost into the cores. This issue has long been fixed. Not to mention not all games will run well on all 4 cores. It's a programming thing. Not all games can utilize all cores some use 2 and the other cores run background processes and other tasks.

If the issue appeared after using these programs it would make sense to remove what they did and try it normal. This is part of the trouble shooting process. Did you actually look to see if all cores were fully loaded of just assumed they were because you used programs to "unpark" them?

My son Has this game and I am currently trying to get a hold of him to find out how many cores it uses on his machine while playing. On this I will have to get back to you.

EDIT: CS-GO uses 4 cores anyways. This was tested on a 6 core machine. can't hurt to try and remove the Parking programs and test. If no difference then you can always put them back if necessary. But the parked core issue was taken care of by a windows update to enable multicore systems.
