Frame rate issues despite good CPU and GPU

Hey guys, I'm only an amateur when it comes to knowledge about processors and frame rates, but I figured with my rig I should be able to run oblivion without any frameratr dips even with a few graphic mods, especially considering how old Oblivion is. I have an AMD fx 6100 CPU(I know it's crap for today's games but it should be able to run oblivion like a champ, I would think) and I have an nvidia gtx 670 and 16 GB of ram. I have natural environments, the unofficial patched and qarl's texture pack on, and all graphics at highest value in settings. 1920x1080 and ultra graphics settings. I am seeing my frame rate dip as low as 27 at one point (while looking at the middle of a town).as a side note I have also updated my graphics drivers. When I turn one or two little item fade or object fade all the way up, that's when it starts to really dip. I can have literally everything else( and seemingly a lot more taxing settings than fades) turned all the way up. This is what makes me think there is something bogging my CPU or GPU down, the fact that just one or two little settings cause that big of a difference on a machine with parts that far outclass the year in which the game was mad. Maybe I am misled in my assumption that my rig can handle all this with no problems, and if so I would like some redirection from some more knowledgeable folks. I appreciate any and all help
