It usually means no DHCP assigned IP address.
Run CMD and enter 'ipconfig' at the prompt
look to see if it says media disconnected.
see if an IP address is assigned it will usually be like 192.168.0.xxx
Check all the status LEDs on the modem.
Check all the cable connections at the modem.
By restart I assume you mean you power cycled the modem and PC off/on.

I've tried all of those and nothing worked. When I try to release my IP it tells me that there isn't one to release or something along those lines. And then when I try to renew it, it says it can't contact the DHCP server.
I logged into my modem and checked the DHCP settings but everything looks normal.
I also uninstalled my ethernet drivers and reinstalled them but that didn't help either.
Any other advice?
EDIT: When I run the Network troubleshooter, this is the report it gives me. Not sure if it's of any help or not but it's worth a shot.
