My external hard drive free space after deleting files

I manually save and delete files on an external hard drive. To delete these I highlight and press delete but this does not free space.

I emptied all contents in the external drive Recycle Bin and this did not free any additional space.

Can you help with step by step instructions?

It's a bit odd, having in mind you've emptied the recycle bin as well. You could try some of the tips and offered software solutions from this article to find out what might be eating up your space: http://www.howtogeek.com/125923/7-ways-to-free-up-hard-disk-space-on-windows/. This might be a guide on how to free up disk space for internal drive (mainly an OS HDD), but you could still try some of the stuff shown there to see if you get any results.
You could also try uploading a file and delete it by highlighting it and then using shift+delete buttons on the keyboard to see if it clears up the space this way.
