I am unable to access my router/cable modem settings. I have tired hard wiring with the Ethernet (light comes on showing connection), but when I enter the IP address it states that that I am not connected to the network. I have tried power cycling, but nothing has worked. Please help and thank you

How does the computer you try with gets its IP address? Try settting it to DHCP, then check whether you are getting an IP configuration from the router.
As a last resort - perform factory-reset on your router (check the manual how to do that)

Don't know if you've tried this yet, but:
Press the Windows key + R (or go to 'Run')
enter "cmd" (without the quotation marks)
type "ipconfig" (again without quotation marks)
Check under "Local Area Connection" and see what it gives you for "Default Gateway". type this into your web browser and you should be able to access the setting on your router
